To maintain international peace and law and order - Constitution
Dear Countrymen,
From last November 27, 2022, for the welfare of the country and the people, “Ganimilitary Equity Trust of Bangladesh” has brought forth another organization called “Sushasan Nagarik Adhikar Sansad” to represent the people in the process of independent government formation, voting rights and basic rights of common people.
In view of the 2024 elections, the following constitutional amendments are necessary:-
International Law and Constitution published by “Goni Military Equity Trust of Bangladesh” to maintain world peace and law and order – Lawmaker Samrat Mohammad Saeem Siraz, CEO, ADB.
ADB’s revolutionary 36 points for public interest, development, law and constitutional reform –
- It is essential to elect the president through national elections, provide equality in the powers of the Prime Minister and the President, and implement the law by making it a punishable crime to interfere with the powers of an impartial and honest Chief Justice and the judiciary.
- It is essential to implement the Constitution aimed at implementing civil rights with all politicians and intellectuals and officials of trusts, equities, organizations or institutions that seek the welfare of the country and the people.
- It is essential to implement a law that prohibits raising prices of all essential goods, including VAT-tax, without the written permission of the officials of registered trusts, equities, organizations or institutions that are agitating for the welfare of the country and the people, demanding “citizen and consumer rights” in the price increase of all essential goods, including VAT-tax.
- Any election in the country must be held by non-political, private, neutral, reliable, trustworthy and credible institutions and individuals, and the same person cannot participate in any election for the same position more than twice. The implementation of such a law is essential.
- It is essential to implement a law that prohibits all government officials, including the police, and public representatives at all levels from addressing citizens of all classes and professions as “sir” upon seeing them present at the workplace during civil service, resulting in immediate temporary or local dismissal from employment.
- Except for terrorists, drug dealers or defendants in non-bailable cases, and those with arrest warrants issued by the court, no prominent person or ordinary citizen who will not flee or leave the country can be arrested at night under any pretext of law, and during daytime arrests, they must be arrested in front of the media (if necessary). Implementation of such a law is essential.
- No one associated with any political party can be a candidate for or president of the state. It is essential to implement such a law.
- Relatives of any election officer or employee related to elections, including the Chief Election Commissioner and the Election Commission, cannot be candidates in the elections. Implementation of such a law is essential.
- It is essential to add and implement the provisions in Article 70 of the Constitution, which provides for the right of members of parliament to resign from their party and vote against it, while retaining their position as members of parliament, and appointing the Public Service Commission, the Anti-Corruption Commission, and the Ombudsman.
- No person and no party can be in power for more than two consecutive terms, and no leader or worker of the ruling party can be involved in the upcoming elections, the Election Commission, or any election-related activity. Implementation of such a law is essential.
- Students who are involved in politics during their student life cannot hold government jobs. It is essential to implement such a law.
- It is essential to implement laws that will allow autonomous, semi-government, or government employees to be fired if they engage in politics, openly or secretly.
- Mayor means a higher rank than MP. And it is disrespectful to use the word mayor for the position of chairman of a municipality. Therefore, it is essential to implement the law to address mayors as municipal chairman.
- It is essential to enforce a law that prohibits anyone other than mayors and members of parliament from using a political party’s national election symbol in any election.
- Before passing any law related to education, religious books and amendments, additions, deletions and extensions, no law or bill can be passed in Parliament without the opinions, coordination and consent of non-partisan and impartial equity, trust, organizations seeking the welfare of the country and the people, opposition political parties and distinguished honest and wise people on the relevant issues. The implementation of such laws is essential.
- If a person or political party participates in the “National Parliament” election and does not win a single seat, but receives the highest number of votes individually or in a party-wise “average vote” out of 300 seats, then that person or party leader will be the Prime Minister of the newly formed government and the person or party leader with the second highest number of votes will be the Deputy Prime Minister. Implementation of such a law is essential.
- It is essential to implement the law to include the police and doctors who reported the “disagreement” as accused in the sections omitted in the report by conducting a re-investigation through the Amiss Defencing Branch (ADB) of the only “Gonimilitary Equity, Trust of Bangladesh” under the Ministry of Law, Justice and Parliamentary Affairs or any other person or organization trusted by the learned judge.
- It is essential to implement the law that expels someone who holds a government (public) job from the job if it is proven that he or she is involved in politics.
- It is essential to implement the law requiring the winning party or coalition party or any public representatives to refrain from all political party activities from the moment they take the oath of office until the end of their term in office, and to cancel the parliamentary positions of parties or individuals who violate the law, and to cancel the registration of parties and hold by-elections or interim national parliamentary elections.
- It is essential to implement a law that prohibits the formation of any kind of committee in schools, colleges, mosques, and madrasas.
- It is essential to implement the National Election Commission’s registration rules, which stipulate that political parties will be cancelled if they engage in activities that are against extortion, terrorism, disappearance, murder, genocide, civil rights, voting rights, human rights, treason, and public interest.
- It is essential to cancel the certificates of fake freedom fighters and to expel those employed under the quota of fake freedom fighters from their jobs and to impose a fine and imprisonment.
- It is essential to implement a law to introduce mandatory martial arts (gang fu) training in Bangladesh, like in developed countries of the world, by appointing one martial arts instructor in each of the primary and higher secondary schools in Bangladesh.
- It is essential to change the national anthem.
- It is essential to change the name of BGB to the previous “BDR”.
- It is essential to implement a law that requires the person who divorces to pay the dower money specified in the marriage contract.
- It is essential that the trial of public complaints and the trial of crimes committed by all government employees, including the police, be conducted by special benches in the court, instead of at the police headquarters or in departmental trials.
- It is essential to remove all intelligence agencies formed by members of the military from the Ministry of Home Affairs and place them under the Ministry of Defense.
- It is essential to abolish RAB and appoint one retired and one serving army warrant officer in each police station as the officer-in-charge.
- In order to subsidize consumer goods, tax and VAT are increased on luxury goods, bidi-cigarettes, tobacco and narcotics at such a rate that it takes drug addicts and wasteful people the same amount of money to run their families for a month to buy one day’s worth of narcotics. It is essential to impose such a tax.
- It is essential to form a “Constitutional Reform Committee” in the upper house, including non-partisan former presidents, former judges, equity, trustee boards, former military officers, learned senior lawyers, opposition political party leaders, and the National Assembly, and pass laws with the coordination and (signed) consensus of all, without leaving the power to pass various laws, including constitutional amendments, reforms, rulemaking, notifications, and enactments, in the hands of political leaders.
- It is essential to separate and independent the judiciary from the government and implement the law to appoint public prosecutors based on the qualifications of lawyers who are free from politics, including preventing bribery and corruption in the courts.
- It is essential to implement the “July Charter” in a referendum to fulfill all the demands of the July Revolution, as written by students and the public on walls across Bangladesh.
- It is essential to demonetize the Mujib Mark 500 and 1000 taka notes to prevent all corruption, terrorist activities, anti-government conspiracies, conspiracies to undermine sovereignty, conspiracies to use Bangladeshi money printed by neighboring enemy countries, and illegal use of money in election campaigns (Mujib Mark fakes).
- Any person who has been a public representative in any government or non-government institution, club, association, political party, organization, or agency, union council, municipality, district-upazila council, district and divisional city corporation, or national parliament after retirement, and any retired government officials and employees for at least 7 years will not be able to stand as a candidate in any election.
- If the election-time government or caretaker government is dissolved or ineffective or if political parties lose confidence, it is essential to have a legal basis to conduct all future elections under the sole equity trust of Bangladesh, the “Gonimilitary Equity Trust of Bangladesh”.
