Dear countrymen,
From November 27, 2022, for the welfare of the country and the people, “Gani Military Equity Trust of Bangladesh” launched another organization called “Sushasan Nagorik Odhikar Sangsad” to represent the people in the process of forming an independent government, voting rights and the fundamental rights of the common people.
In view of the 2024 elections, the following constitutional reforms were extremely urgent:-
This law and constitution published by “Gani Military Equity Trust of Bangladesh” is applicable to any country in the outside world to maintain world peace and law and order – Law and Constitution Analyst Samrat Mohammad Sayeem Siraj, CEO, ADB.
ADB’s revolutionary 36 points in public interest, public security, development, law and constitutional reforms are as follows –
1. No one affiliated with any political party can become the President. It is essential to ensure that the Presidential election is held on the same day as the National Assembly elections through a secret ballot and that the Prime Minister and the President are equal in power, and that a person elected twice to any public representative position including member, chairman, councilor, municipal chairman (mayor), commissioner, mayor, member of parliament, etc. cannot run for a third time in any election.
2. It is essential to implement constitutional reforms and amendments to implement civil rights with all politicians, intellectuals, and officials of trusts, equities, organizations or institutions who seek the welfare of the country and the people.
3. It is essential to implement a law that prohibits the increase in the price of any daily necessities, including VAT-tax, without the signed permission of individuals or officials of registered trusts, equities, organizations or institutions seeking the welfare of the country and the people.
4. After the caretaker government or the election-time government takes the oath, the local government elections will be completed before the 1st week of the 3rd month and the national parliament and presidential elections will be completed by the 4th week of the 3rd month. Any election in the country must be held under non-political, private, neutral, reliable and trustworthy institutions and individuals. No relative of anyone who has run for office will be able to be involved in the election. Implementation of such a law is essential.
5. All government officials, employees, including the police, and public representatives at all levels will be obliged to address citizens of any class or profession as “Sir” at their workplaces and provide civic services, otherwise no one will have a job or position. Implementation of such a law is essential.
6. Except for terrorists, drug dealers or defendants in non-bailable cases and persons with arrest warrants issued by the court, no prominent person or ordinary citizen who will not flee the country or leave the country can be arrested at night on any pretext of law and they must be arrested in front of the media (if necessary) during the day when arrested. Implementation of such a law is essential.
7. The nomination of any kind of public representative candidate should not be from the high command of the party, but should be nominated for the nomination by winning the secret ballot of local leaders and workers. The Election Commission will make arrangements for the election campaign of all candidates during the election at the expense of the government by making rules. No candidate will be able to run any kind of election campaign on his own initiative or at his own expense. The winning party, i.e. the elected party, will not be able to run any office across the country in party political activities or party identity during the period of government. Implementation of such a law is essential.
8. If any member of parliament or any political party engages in extortion, terrorism, disappearance, murder, genocide, deprivation of civil rights, deprivation of voting rights, deprivation of human rights, or any other activity against the state and public interest, the membership of that member of parliament or the registration of that political party will be cancelled by the Election Commission and by-elections or mid-term national elections will be held within the next 90 days. Implementation of such a law is essential.
9. It is essential to amend and implement the provisions of Article 70 of the Constitution, which gives the right to party members of parliament to resign from the party and vote against the party while retaining their positions as members of parliament and to appoint the Public Service Commission, the Anti-Corruption Commission and the Ombudsman. Implementation of such a law is essential.
10. Provide young scientists with respectable salaries under the supervision of the Bangladesh Army, conduct international training at government expense, and purchase state-of-the-art radars and current generation digital technology weapons for the army, navy, and air force. Implementation of the executive order to import raw materials for making weapons, conduct international training, and build a factory for making weapons in Bangladesh is essential.
11. Students involved in politics during their student life will not be able to hold government jobs, and autonomous, semi-government, or government employees who secretly or openly engage in politics will be immediately dismissed from their jobs if evidence is found. Implementation of such a law is essential.
12. It is essential to prevent corruption in educational institutions, prevent rail and transport corruption, prevent hospital corruption, prevent prison corruption, prevent court corruption, prevent money laundering and commercial corruption, prevent air and environmental pollution, prevent noise pollution (honking everywhere), prevent land-related corruption, prevent recruitment and commercial corruption, prevent corruption in public representatives, prevent bank and administrative corruption, implement strict laws and regulations to prevent corruption in electricity and energy production, procurement and distribution, and implement executive orders to search for oil, gas, coal, and gold mines and, if necessary, arrange for their rapid extraction with foreign assistance.
13. Mayor means a higher rank than MP-Minister. And using the word mayor for the post of chairman of a municipality is disrespectful for mayors. Therefore, it is essential to address municipal mayors as municipal chairman of the municipality and implement the law not to give party symbols to anyone except the mayor and members of parliament.
14. It is essential to implement the rights, security and welfare laws of expatriates and their families.
15. Before passing any law related to the amendment, addition, deletion and expansion of educational books, religious books, no changes can be made without the coordination and consent of non-partisan, impartial, country and public welfare organizations, opposition political parties and prominent honest and knowledgeable people in the relevant field. Implementation of such a law is essential.
16. Distribution of seats in the upper house of parliament based on the number of votes received in the national election and if the party participating in the national election does not win one or more seats but gets the highest average vote, then the candidate nominated by that party will become the Prime Minister. Implementation of such a law is essential.
17. It is essential to implement a law to include police and doctors who report falsely as accused in the report by conducting a re-investigation in the report through the Amiss Defense Branch (ADB) of the only “Gonimilitary Equity, Trust of Bangladesh” under the Ministry of Law, Justice and Parliamentary Affairs or any other person or organization trusted by the learned judge.
18. Empowerment of journalists and police. It is essential to implement such a law so that the police and journalists are constantly busy catching each other’s corruption.
19. It is essential to implement the executive order to provide all trusts, equity and service institutions with the opportunity to carry out all kinds of service and development work, including direct donations and loans from international donor agencies, without any government restrictions.
20. The age of the Imam of the mosque should be above 40. The responsibility of maintaining the mosque independently and the ownership of the mosque should be left to the Imam. The Imam should be given the right to enjoy 25-50 from the income fund of the mosque, the rest of the money should be spent by the Imam himself without any excuse for the development of the mosque. The Imam will be unpaid and it is essential to implement a law that prohibits the formation of any kind of committee in schools, colleges, mosques and madrasas.
21. It is essential to implement a law that prohibits street protests, protests of opposition parties and anti-government protests of students and the public or any kind of mass protests against public representatives or any kind of oppression and torture, if they are published online on various platforms, print media, electronic media or if a writ is filed in the high court, it is essential to implement a law that makes it mandatory to hold a referendum (yes / no) on whether the people want the “fall of the government” or not.
22. It is essential to cancel the certificates of fake freedom fighters and to make provisions for dismissal from service and fines and imprisonment for those recruited under the fake freedom fighter quota.
23. Like the developed countries of the world, it is essential to implement the law to introduce compulsory martial arts training programs such as Gangfu, Kungfu, Judo, Karate, Taekwondo, Shaolin Kungfu, etc. in every primary and higher secondary school in Bangladesh.
24. It is essential to implement the law to stop session fees in all types of educational institutions in Bangladesh, to determine coaching fees by category, to determine computer-aided diagnosis and doctor fees, and to prescribe 1-4 weeks of medicine for all other types of patients except emergency department patients at the first visit and then give computer-aided tests after primary medical care.
25. An executive order to change the name of the BGB to the previous “BDR” and to cancel the current national anthem and create a new national anthem by consensus is essential.
26. The dowry money mentioned in the marriage contract must be paid to the divorcee. Implementation of such a law is essential.
27. It is essential to implement the law to try the crimes of all government employees including the police and the prosecution of public complaints through special courts, instead of the police superintendent or headquarters or departmental trials.
28. It is essential to implement the executive order to remove all intelligence agencies formed by the military from the Ministry of Home Affairs and place them under the Ministry of Defense.
29. It is essential to abolish RAB and implement the law to appoint a retired army warrant officer and a serving army warrant officer as officers-in-charge in every police station.
30. In order to generate revenue to subsidize baby food and daily necessities, taxes and VAT on luxury clothing, cosmetics, bidi-cigarettes, tobacco and narcotics should be increased so much that a drug addict or smoker would have to spend an amount of money equivalent to a month’s household expenses to buy bidi-cigarettes or narcotics in one day. Implementation of the executive order imposing such taxes is essential.
31. Forming an “Upper House” of 125 members (100 political + 25 others) and forming a “Constitutional Reform Committee” by including former Presidents, former judges, Executive Officers or Chief Executive Officers of the Equity Trustee Board, former military officers, learned senior lawyers (barristers) and candidates for members of parliament proportional to the average vote of political parties and coordinating the powers of amending the Constitution, reforms, notifications, circulars, bills, budgets, international and domestic treaties, legislation, passing laws, etc., and implementing the law by (signed) consensus is essential.
32. Election of a non-political, impartial and honest, qualified candidate as Chief Justice through secret ballot votes of the Upper House, women, other senators and all the lower houses of parliament. If anyone from outside the judiciary interferes with the power over the judiciary, he will be considered a punishable criminal. Separation of the judiciary from the government. It is essential to prevent bribery and corruption among all those involved in the court, including the judges, and to implement the law to appoint public prosecutors through a merit-based examination system that is free from politics.
33. It is essential to implement the “July Charter” through a referendum to fulfill all the demands of the July Revolution written on the walls of Bangladesh.
34. It is essential to cancel the Mujib (pictured) mark 500 and 1000 taka notes to prevent all corruption, terrorist activities, anti-government conspiracies, conspiracies to undermine sovereignty, conspiracies to use Bangladeshi money printed by neighboring enemy countries and illegal use of money in election campaigns (Mujib mark forgery).
35. After retirement from government service, no one will be able to run for election in any government, semi-government, or government-affiliated organization for at least 7 years and the rule of extending the service period of retirees or appointing them to contract-based government jobs must be abolished. Implementation of such a law is essential.
36. If the election-time government or caretaker government collapses or becomes ineffective or political parties lose trust from everyone, then it is essential in the national interest of the country to implement the law to hold elections under the Ex-Army Equity Trust, the “Gunimilitary Equity Trust of Bangladesh”.
